Notice is hereby given that the Rockbridge County Board of Supervisors will hold a public hearing at its meeting on Monday, September 22, 2025, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the Board Meeting Room on the 1st floor of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, VA, 24450, to consider the following:

ORDINANCE TO AMEND ARTICLE XV OF THE ROCKBRIDGE COUNTY CODE TO REMOVE THE 5% FEE ON CIGARETTE TAX STAMP REFUNDS

All interested citizens are invited to attend the public hearing to express their views on the proposed ordinance. ROCKBRIDGE COUNTY NOTICE OF PUBLIC HEARING

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearing will be held by the Rockbridge County Planning Commission on Wednesday, September 10, 2025, at or after 7:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following application: 1. Joshua N. and Kassidy L. Beagan, 345 Sandstone Lane, Lexington, Virginia 24450 have made an application for a special exception permit to develop and operate a commercial kennel. The property is owned by Joshua N. and Kassidy L. Beagan (above address) and is located on the west side of Sandstone Ln. (private road) approximately 0.606 miles north of the intersection of Sandstone Ln. and Stoneridge Ln. (Route 843). The property is further identified as tax map number 87-915 (21.85 ac per tax records) and is located in the Agricultural and General Uses (A-2) zoning district. Per section 603.03-5 of the County of Rockbridge Land Development Regulations, commercial kennels are a use by special exception in the A-2 zoning district. The property is in the Buffalo Magisterial District.

2. Gobind M. Moore, Savraj E. Moore and Amrit C.O. Moore, 45 Southland Trace, Lexington, Virginia 24450 have made an application for a zoning map amendment. The property (above address) is owned by Gobind M. Moore, Savraj E. Moore and Amrit C.O. Moore and is located on the north side of W. Midland Trail (Route 60), approximately 0.265 miles west of the intersection of W. Midland Trail (Route 60) and Bell Rd. (Route 666) The property is further identified as tax map number 60-8-C (51.21acres). The property is currently split zoned with 24.80 acres in the Residential General (R-1) zoning district, and the remaining acreage (26.41acres) in the Agricultural Transitional (A-T) zoning district. The application is to rezone the portion of the property that is in Residential General (R-1) zoning district to the Agricultural Transitional (A-T) zoning district. The property is in the Kerrs Creek Magisterial District.

3. Apex Towers, 2838 Riverside Drive, Suite C, North Tazewell, Virginia 24630 has made an application to construct a 195’ tall telecommunications tower in the Agricultural Transitional (A-T) zoning district. Per section 603B.03-16 of the County of Rockbridge Land Development Regulations, telecommunication facilities and wireless facilities are a use by special exception in the (A-T) zoning district. The property is located on the west side of Oakland Circle (Route 917) approximately (.398) miles south of the intersection of Oakland Circle and Raphine Rd. (Route 606) and is further identified as tax map number 28-A-14F (3.12 acres per tax records). The property is located in the Walkers Creek Magisterial District. 4. Rockbridge County, 150 South Main Street, Lexington, Virginia 24450, has made an application for a Zoning Text Amendment (ZTA) to modify Section 603B.02-2 of the County of Rockbridge Land Development Regulations, which currently prohibits livestock confinement systems in the Agricultural Transitional (A-T) Zoning District. BUENA VISTA CITY COUNCIL PUBLIC HEARING September 4th 2025

Pursuant to Code of Virginia Section 15.2-2204 , Section 15.2-1800, and the City of Buena Vista Land Development Regulations, notice is given that the City Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters.

1) Conditional Use Permit for sign at 395 E 29th Street, former Foxtrot shopping center, Tax Map ID 19-26—B and 19-1-6-56-11A.

2) Conditional Use Permit, and Right of Way Abandonment application for portions of Blocks 22, 25, 30, and 31 of Section 5. The site is generally bounded by 28th Street, 27th Street, Magnolia Avenue, and University Hill Drive, and includes the following properties: a. 27-1-5-22-B b. 27-1-5-25-6 c. 27-2-5-25-14 d. 27-2-5-25-22 e. 27-2-5-31-4 f. 27-2-5-31-5 g. 27-2-5-31-6 h. 27-2-5-31-7A i. 27-2-5-30-13 The project consists of demolition of existing structures and construction of a new, 218,000 sf residence hall for Southern Virginia University. The Conditional Use Permit is for a single large building exceeding 25,000 sf (see Sec 506), and the project proposes abandonment of approximately two acres of existing City streets and alleys.

The Public Hearing will be held in Council Chambers, City Hall, 2039 Sycamore Ave, Buena Vista VA 24416. The meeting begins at 6:00 PM on Thursday, September 4th 2025.
