He was born June 30, 1955, in Lexington, a son of Rodney J. Goolsby and Dorothy Jenkins Goolsby of Buena Vista.

In addition to his parents, he was predeceased by his brother, Rodney M. Goolsby of Buena Vista.

Jeff was educated in the Buena Vista school system graduating from Parry McCluer High School in 1973. He was active in various school organizations, especially the Marching Blues Band where he played trumpet, served as band captain and drum major. He continued his education graduating from Ferrum College and the University of Richmond. He remained in the Richmond area pursuing a career in accounting until he returned to Buena Vista in 2002 due to health issues.

He is survived by his sisterin- law, Carolyn S. Goolsby of Buena Vista.
