Effinger Ruritan Club President Chris Cartwright presents Palmer Community Center Board President Rufus Tyree the Co-Citizen of Year award on Jan. 16 at a monthly club meeting at Palmer Community Center. Tyree has faithfully stewarded the rentals, care and maintenance of the center property with the board. He also works tirelessly preparing for the annual ice cream supper with the Ruritans and on the day of event, a spokesperson said.
