Notice is hereby given that the Rockbridge County Board of Supervisors will hold a public hearing at its meeting on Monday, March 23, 2026, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the Board Meeting Room on the 1st floor of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, VA, 24450, to consider the following:

ORDINANCE CHANGING ELECTION PRECINCTS AND POLLING PLACES IN ROCKBRIDGE COUNTY Description of Proposed Changes: Amend the Rockbridge County Code in Chapter 11 – Elections, To Incorporate the Rockbridge Baths Precinct into the Rockbridge Precinct in the Walkers Creek Magisterial District – To Incorporate the Vesuvius Precinct into the Fairfield Precinct in the South River Magisterial District – To incorporate the Ben Salem Precinct into the Airport Precinct in the Buffalo Magisterial District – To Incorporate the Falling Spring Precinct into the Natural Bridge Station Precinct in the Natural Bridge Magisterial District; and to Relocate the Polling Place for the Meadowview Precinct in the Walkers Creek Magisterial District from Faith Mountain Baptist Church to the Rockbridge County High School; and to Relocate the Polling Place for the Fairfield Precinct in the South River Magisterial District from the South River Fire Department to the Fairfield Elementary School; and to Relocate the Polling Place for the Mountain View Precinct in the South River Magisterial District from Kelly Hall, Neriah Baptist Church to the Mountain View Elementary School; and to Relocate the Polling Place for the Airport Precinct in the Buffalo Magisterial District from the Lexington Baptist Church to the Maury River Middle School; and to Relocate the Natural Bridge Station Polling Place in the Natural Bridge Magisterial District from the Natural Bridge Christian Fellowship Hall to the Natural Bridge Elementary School; and to Relocate the Polling Place for the Vo-Tech Precinct in the Kerrs Creek Magisterial District from the Life Chapel Church to the Rockbridge County High School; and to Incorporate a Map Showing the Boundaries of Said Districts and Precincts.

All interested citizens are invited to attend the public hearing to express their views on the proposed ordinance. CITY OF LEXINGTON Notice of Public Hearing FY 2027-2031 Proposed Capital Investment Plan Notice is hereby given that a public hearing will be conducted by the Lexington City Council on Thursday, March 19, 2026, at 7:00 p.m. during its regular meeting, held in the first-floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, to solicit input on the Proposed Capital Investment Plan (CIP) for the period FY 2027-2031. City Council will take comments offered at the hearing into account. APPROVAL OF A CATEGORICAL EXCLUSION FROM AN ENVIRONMENTAL ASSESSMENT FOR A PROJECT FUNDED THROUGH THE VIRGINIA WATER SUPPLY REVOLVING FUND Public Notice No.: BIL 20S-24 First Publication Date: MARCH 11, 2026 The Virginia Department of Health has under consideration a request for a Categorical Exclusion from an Environmental Assessment for a waterworks project proposed to be funded through the Virginia Water Supply Revolving Fund which administers funding through the Bipartisan Infrastructure Law. The applicant is The Maury Service Authority. The proposed project consists of the replacement of the raw water pump station near the intake structure and the construction of a control building. The pump station will be at and below grade and within the 100-year floodplain, near the existing intake and within Maury Service Authority property. No construction is proposed for the intake structure or along the bank of the Maury River. The existing raw water pump station was built in the 1970s and is undersized for the current service population. Due to construction within the floodplain, the station is designed for full redundancy: it will have a 5 MGD capacity with two pumps operational and have two standby pumps. The new control building will be outside of the 100-year floodplain about 500 feet from the new pump station. It will include an electrical room, a chemical room, a back-up diesel generator, utility power transformer, a metering vault, two culvert pipes to convey stormwater flow, sidewalks, and a gravel driveway. Approximately 1,500 linear feet of fiber optic line will be laid within an encased concrete duct bank within the existing gravel road between the treatment plant and the control building. The project will require 0.3 acres of tree clearing which will occur outside of Time of Year Restrictions, and all work is within previouslydisturbed areas.

The project meets the following exclusion categories established by the Department: · Replacement of existing equipment or structures at their present location. These activities also include reconstruction of curbs and sidewalks, street repaving, and building modifications, renovations, and improvements.

· An upgrade in level of treatment or facility improvements of an existing treatment works on the existing site of the works. The proposed action will result in a modest change in size, use, capacity, or purpose of the original location and is being designed predominately to serve residential users.

Documentation supporting this request includes: · Categorical Exclusion request letter by CHA Solutions dated 1/14/2026 · Financial and Construction Assistance Programs Environmental Review site visit memorandum dated 2/23/2026 On the basis of a review of the request and support documentation, the Virginia Department of Health proposes to approve the request.

Persons may comment in writing to the Department on the proposed approval of the Categorical Exclusion within 30 days from the first publication date. Comments shall include the name, address, and telephone number of the writer and shall contain a complete, concise statement of the factual basis for the comments. Only those comments received within this period will be considered by the Department. Following the com ment period, the Department will make its determination regarding the approval.

ROCKBRIDGE COUNTY NOTICE OF PUBLIC HEARING

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearing will be held by the Rockbridge County Board of Supervisors on Monday, March 23, 2026, at or after 6:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following application: 1. R.P. Fralin Inc., 5211 S. Concourse Drive, Roanoke, Virginia 24019 has made an application for a conditional zoning map amendment. The property is owned by John W. and Christine A. Fix and is located on the west side of N Lee Highway (Route 11), approximately 0.26 miles west of the intersection of N. Lee Highway and Northwind Lane (private road). The property is accessed by Northwind Lane and is currently zoned General Residential (R-1), with conditions. The property is identified as tax map number 6214-A2 (18.94 ac. per tax records). The application is to conditionally rezone a 12.44-acre portion of the property to the Residential Mixed (R-2) Zoning District, with acceptance of proffers. BUENA VISTA CITY COUNCIL PUBLIC HEARING 3/19/2026

Pursuant to Code of Virginia Section 15.2-2204 and the City of Buena Vista Land Development Regulations, notice is given that the Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters.

1) Zoning Map Amendment for Tax Maps 34-1-2-57-3, 34-1-2-575, and 34-1-2-57-7, consisting of the property of 2056/2068 Chestnut Ave (the Blue Ridge Abbey Bed & Breakfast). This proposal would rezone from R3 Residential Limited to MU Mixed Use for the purpose of operating a hotel (the correct zoning terminology) with 16 guest rooms. The hotel would consist of rooms in the existing structure; no new construction is proposed. Currently, the property operates with a Conditional Use Permit as a bed & breakfast inn with owner-occupancy in each building and a combined total of ten guest rooms.

BUENA VISTA CITY COUNCIL PUBLIC HEARING APRIL 2ND 2026

Pursuant to Code of Virginia Section 15.2-2204 and the City of Buena Vista Land Development Regulations, notice is given that the Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters.

1) Zoning Text Amendment to adopt new Section 702 Accessory Dwelling Units, for the purpose of allowing and regulating detached and attached accessory dwelling units.

CITY OF LEXINGTON NOTICE OF PUBLIC HEARING TO REVIEW AN ORDINANCE TO AMEND ARTICLE XI. USE AND DESIGN STANDARDS OF THE CITY OF LEXINGTON ZONING ORDINANCE TO ALLOW TOWNHOUSES TO BE ACCESSED BY PUBLIC STREETS AND BY PRIVATE DRIVEWAYS.

A public hearing will be conducted by the Lexington Planning Commission at 5:00 P.M. on Thursday, March 26, 2026 in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to appear and present their views in response to an application by the City of Lexington to amend the Lexington Zoning Ordinance. The application proposes amending Article XI to allow townhouses to be accessed by a private driveway as well as by a public street.

A copy of the draft Zoning Ordinance Amendment, case number ZOA 2026-01, is available for public review and examination between 8:00 a.m. and 5:00 p.m. in the Planning and Development Department located at 539 E. Nelson Street, Second Floor.
