Buena Vista
The Buena Vista Public Service Authority renewed an agreement March 6 for another 10 years to sell potable water to the Rockbridge County Public Service Authority.
The RCPSA has six customers – five residential and one commercial – who get their water from the BVPSA. The terms of the agreement, including the rate charged, remain the same.
Appropriation OK’d For Culvert
Steps are being taken by Buena Vista City Council to replace a failing culvert that carries Pedlar Gap Run beneath the intersection of Sixth Street and Woodland Avenue.
City Council on March 6 appropriated $65,000 this fiscal year for engineering work on the project, estimated to cost up to $130,000. The city was awarded a $117,000 Community Flood Preparedness Fund grant to pay for the engineering costs, with the city agreeing to provide $13,000 in local cash matching funds from the general fund.
An appropriation resolution approved by Council appropriates half of the funding for the engineering work in the present fiscal year, with the balance to be appropriated in fiscal year 2027.
Civil Consulting Group has prepared an estimate for the engineering work that would cover design and construction administration. In the next round of CFPT grant applications, due this autumn, the city plans to apply for funds to cover construction costs. It won’t be known until the engineering work is completed whether a bridge will be needed or just a larger pipe/culvert to carry the flow of Pedlar Gap Run.
Addressing Veterans’ Housing Needs
Representatives of Purple Heart Homes, a nonprofit organization that addresses housing needs of servicedisabled veterans, appeared before Buena Vista City Council on March 6, to speak about their mission and projects they’re undertaking locally.
Rockbridge County resident Mike Lennon talked about how PHH makes renovations to homes such as building ramps to improve accessibility or making bathrooms easier to use for those who are disabled. PHH also builds modular homes as a way to provide affordable, safe and stable housing.
Three ramp/repair projects have been undertaken locally, in conjunction with Rockbridge Area Habitat for Humanity. Later this year, a local chapter of PHH is to construct a modular home on the National Mall in Washington, D.C. that will be moved to donated land in Glasgow.
