CITY OF LEXINGTON NOTICE OF PUBLIC HEARINGS

Please take notice that the Lexington City Council will hold a public hearing on Thursday, February 19, 2026, at 7:00 p.m., or as soon thereafter as the matter may be heard, in the first-floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia, to receive public comments concerning an ordinance to grant a permanent, 63-square foot utility easement and three, temporary construction easements of 194 square feet, 352 square feet, and 7,211 square feet from the City of Lexington to the Virginia Department of Transportation. The permanent, 63-square foot utility easement is at the intersection of Lime Kiln Road and Catalpa Place. The temporary easements are adjacent to the Lime Kiln Bridge. If adopted, the ordinance will authorize and direct the City Manager to execute and deliver all documents necessary to provide the permanent and temporary easements to VDOT.

A copy of the proposed Ordinance 2026-02 may be examined either (i) at the Office of the City Manager at 539 East Nelson Street, on the second floor, from 8:30 a.m. to 4:30 p.m., Monday through Friday, or (ii) on the City’s website (www.lexingtonva.gov). Citizens are encouraged to review proposed Ordinance 2026-02, attend the public hearing, and present their views on the proposed Ordinance. ROCKBRIDGE COUNTY BOARD OF ZONING APPEALS NOTICE OF PUBLIC HEARING Notice is hereby given per Section 15.2.2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations that a public hearing will be held by the Rockbridge County Board of Zoning Appeals on Wednesday, February 18, 2026, at or after 7:00 p.m. in the Board of Supervisors Meeting Room at the County Administrative Offices, 150 South Main Street, Lexington, Virginia, 24450, to consider the application for an appeal of the zoning administrators decision by Warm Run Citizens Association, LLC 136 Warm Run Road, Lexington, VA, 24450 and Rockbridge Taxpayers Alliance, Inc 1004 Waterloo Drive, Lexington, Virginia, 24450. The appeal pertains to the decision of the Zoning Administrator related to the interpretation of the conditions associated with a previously approved special exception permit to develop and operate a 3.00-MW(AC) solar project. The property is identified as tax map number 62-12-B1 and is located on the east side of Lincoln Road (Rt. 763) approximately 0.52 miles south of the intersection of Lincoln Road and N. Lee Highway (Rt.11). The property is owned by Robert F. Huffman, Trustee, 1318 Mount Atlas Road, Lexington, Virginia 24450. The property is in the South River Magisterial District.

City of Lexington Notice of Public Hearing Amendment of Fiscal Year 2025-2026 Budget Notice is hereby given that a public hearing will be conducted by the Lexington City Council on Thursday, February 19, 2026 at 7:00 p.m. during its regular meeting, held in the first-floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia, to solicit input on Ordinance 202604 amending the FY 2026 budget from $71,499,375 to $72,559,849. This ordinance proposes appropriating $519,019 in the general fund, comprised of: $10,969 for the Fire Department (additional funds from the State Fire Grant), $8,050 Public Works (Department of Forestry grant), and $500,000 in funds previously reserved for the Economic Development Authority to implement the Homeowner Helper Program and the Fire Suppression System Incentive Program. The ordinance also proposes appropriating $298,319 in the Stormwater Utility Fund for additional expenses required to complete the Woods Creek BMP Pond Improvements, a project necessary to meet requirements of the Virginia Department of Environmental Quality. Further, the ordinance proposes appropriating $175,701 in the Utility Fund which will carry forward funds not spent in FY 2025 and are necessary to continue work on Woods Creek Dam as well as sewer flow monitoring projects. Lastly, the ordinance proposes appropriation of $67,435 in the Capital Projects fund which represents funds not spent in FY 2025 and which are necessary for installation of a new scoreboard at Brewbaker Field and improvements at the Public Works Complex. CITY COUNCIL OF BUENA VISTA PUBLIC HEARING 2/19/2026

Pursuant to Code of Virginia, Section 15.2-1800, Section 15.22204, and the City of Buena Vista Land Development Regulations, notice is given that the City Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters. 1) Zoning Map Amendment for Tax Maps 34-1-2-57-3, 34-1-2-575, and 34-1-2-57-7, consisting of the property of 2056/2068 Chestnut Ave, the Blue Ridge Abbey Bed & Breakfast. This proposal would rezone from R3 Residential Limited to MU Mixed Use for the purpose of operating a hotel (zoning terminology) with up to 24 rooms. The hotel would consist of rooms in the existing structure and construction of eight detached cottages on the site.

2) Deed of gift and donation of 1,034 square feet of land to the Commonwealth of Virginia, Department of Transportation, consisting of a portion of Rockbridge Avenue and adjacent areas, for the purpose of constructing pedestrian improvements at the intersection of 29th Street and Beech Avenue.

The Public Hearing will be held in Council Chambers, City Hall, 2039 Sycamore Ave, Buena Vista VA 24416. The meeting begins at 6:00 PM on Thursday, February 19th 2026. City of Lexington NOTICE OF PUBLIC HEARING

The City Council of the City of Lexington will hold a public hearing during its regular meeting on Thursday, February 19, 2026, at 7:00 p.m., or as soon thereafter as the matter may be heard, in the first-floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia, concerning proposed Ordinance 2026-03. If adopted, the proposed ordinance will amend and reenact Section 366-4 of the Code of the City of Lexington, to increase the total combined gross income limit and the net combined financial worth for individuals to qualify for real estate tax relief for elderly and disabled persons.

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearings will be held by the Rockbridge County Board of Supervisors on Monday, February 23, 2026, at or after 6:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following applications: 1. County of Rockbridge, Virginia, 150 South Main Street, Lexington, Virginia 24450, Zoning Text Amendment (ZTA) to modify the Regulations to add a section pertaining to Solar Facilities. In addition to the section pertaining to Solar Facilities, the proposed ZTA includes modifications to Section 302 (Specific Definitions), to include modifications existing definitions, and to define new terms pertaining to Solar Facilities. Lastly, the proposed ZTA includes modifications to Article 6 (Uses in Districts).
