CITY OF LEXINGTON NOTICE OF POSSIBLE BID AWARD

Notice is hereby given that the City Manager is recommending City Council adopt Resolution 202602 to award a $580,000 contract to Ridgetop Excavating LLC for the installation of a Woods Creek Detention Pond to reduce stormwater runoff into Woods Creek. This stormwater project will capture runoff from approximately 14 acres of Lexington and will allow for nutrients such as phosphorus and nitrogen to settle out from the detained water. The stormwater will be gradually discharged into Woods Creek after these nutrients have settled out.

The original project budget was $281,684. A state grant of $196,124 is paying for a portion of this project. The proposed project is thus $298,319 more than budgeted in the City’s FY 26 Budget and CIP. The City Manager is recommending the shortfall be closed with surplus funds from a 2021 Virginia Resource Authority bond issuance.

Lexington City Council will consider Resolution 2026-02 on Thursday, February 5, 2026 at 7:00 p.m. during its regular meeting, held in the first-floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia. Copies of the proposed resolution may be obtained from the City Manager’s Office in temporary City Hall at 539 E. Nelson Street.

BUENA VISTA CITY COUNCIL PUBLIC HEARING February 6th 2026

Pursuant to Code of Virginia, Section 15.2-2204 and the City of Buena Vista Land Development Regulations, notice is given that the City Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters.

1) Zoning Text Amendment, Section 705 Home Occupations, for the purpose of updating policies related to home occupation businesses and clarifying text.

The Public Hearing will be held in Council Chambers, City Hall, 2039 Sycamore Ave, Buena Vista VA 24416. The meeting begins at 6:00 PM on Thursday, February 5th 2026. ROCKBRIDGE COUNTY NOTICE OF PUBLIC HEARING

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearing will be held by the Rockbridge County Board of Supervisors on Monday, February 9, 2026, at or after 6:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following application: 1. R.P. Fralin Inc., 5211 S. Concourse Drive, Roanoke, Virginia 24019 has made an application for a conditional zoning map amendment. The property is owned by John W. and Christine A. Fix and is located on the west side of N Lee Highway (Route 11), approximately 0.26 miles west of the intersection of N. Lee Highway and Northwind Lane (private road). The property is accessed by Northwind Lane and is currently zoned General Residential (R1), with conditions. The property is identified as tax map number 6214-A2 (18.94 ac. per tax records). The application is to conditionally rezone a 12.44-acre portion of the property to the Residential Mixed (R-2) Zoning District, with acceptance of proffers. The property is in the Walkers Creek Magisterial District.

2. At Ease Retreat Corporation, 3005 N. West Street, Falls Church, Virginia 22046, has made an application for a zoning map amendment. The property is identified as 352 Tye River Turnpike, Vesuvius, Virginia 24483 and further identified as tax map # 41-A5A (6.12 ac. per tax records). The property is on the west side of Tye River Turnpike (Route 56) approximately 0.179 miles north of the intersection of Tye River Turnpike (Route 56) and South Bottom Road (Route 608). The property is owned by At Ease Retreat Corporation (above address) and is currently split zoned with 4.42 acres in the General Residential (R-1) Zoning District and the remaining acreage (1.70 acres) in the Agricultural and General Uses (A-2) Zoning District. The pending application is to rezone the 4.42 acres that are currently in the R-1 Zoning District to the A-2 Zoning District.

3. At Ease Retreat Corporation, 3005 N. West Street, Falls Church, Virginia 22046, has made an application for a Special Exception Permit (SEP) to develop and operate a lodge/resort in the Agricultural and General Uses (A-2) Zoning District. The property is identified as 352 Tye River Turnpike, Vesuvius, Virginia 24483 and further identified as tax map # 41A-5A (6.12 acres per tax records). The property is on the west side of Tye River Turnpike (Route 56) approximately 0.179 miles north of the intersection of Tye River Turnpike (Route 56) and South Bottom Road (Route 608). The property is owned by At Ease Retreat Corporation (above address). Per section 603.03-1 of the County of Rockbridge Land Development Regulations (the regulations) “lodge or resort, country inn” is a use by special exception in the Agricultural and General Uses (A-2) Zoning District. A portion of the property is currently in the Residential General (R-1) Zoning District with a pending application to rezone the entire property to the Agricultural and General Uses (A-2) Zoning District. The application for the Special Exception Permit (SEP) is contingent upon the pending rezoning application.

ROCKBRIDGE COUNTY NOTICE OF PUBLIC HEARING

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearing will be held by the Rockbridge County Planning Commission on Wednesday, February 11, 2026, at or after 7:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following application: 1. Marlbrook Baptist Church, 6926 N Lee Hwy, Raphine, VA 24472 has made an application for a special exception permit for the construction of a structure in Zone AE Hatched (Floodway) in the Special Flood Hazard Area. The property is located on the north side of South River Road (Rt 608), approximately 0.24 miles southwest of the intersection McCrorys Hill (Rt 709) and South River Road. The property is owned by Marlbrook Baptist Church (above address) and is further identified as tax map number 525-2B. The property is located in the Agricultural and General Use (A-2) zoning district and is within the Flood Hazard [Overlay] District (FH-1). Per section 608.112(2) of the Regulations, structures for public and private recreational uses in the Zone AE Hatched (Floodway) of the Special Flood Hazard Area are a use by Special Exception in the FH-1 Overlay District. The property is in the South River Magisterial District.
