ROCKBRIDGE COUNTY NOTICE OF PUBLIC HEARING Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearing will be held by the Rockbridge County Board of Supervisors on Monday, December 8, 2025, at or after 6:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following application: 1. BARC Electric Cooperative, PO Box 246 Millboro, Virginia 24460 has made an application to amend conditions associated with a previously approved special exception permit (SEP) for a public utility in the Agriculture and General Uses (A-2) Zoning District. The property is identified as 1972 Big Spring Drive, Lexington, Virginia 24450 and is further identified as TM# 47-A-50 (15.24 ac.). The property is located on the northeast side of the intersection of W. Midland Trail (Rte.60) and Fredericksburg Road (Rte. 60) The property is owned by BARC Electric Cooperative (above address). The SEP to develop a public utility was approved by the Board of Supervisors on May 26, 2015; and amended SEP was approved by the Board of Supervisors on April 14, 2025. The pending application is to amend conditions associated with the April 14, 2025 SEP to allow for the construction of a building and to remove the period of validity associated with the April 14, 2025 SEP. The property is in the Kerrs Creek Magisterial District.

BUENA VISTA CITY COUNCIL PUBLIC HEARING December 11th 2025 Pursuant to Code of Virginia, Section 15.2-1800, notice is given that the City Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters.

1) Abandonment of City Rightof- Way: Approximately 5,400 sq ft of alley located in “Block Y” of Enderly Heights, at the southwest end of Piedmont Avenue, adjacent on both sides to the former Northwest Hardwoods sawmill property; and approximately 7,200 sq ft of Piedmont Avenue, being the southwest end of Piedmont Avenue and adjacent on both sides to the former Northwest Hardwoods sawmill property.

The Public Hearing will be held in Council Chambers, City Hall, 2039 Sycamore Ave, Buena Vista VA 24416. The meeting begins at 6:00 PM on Thursday, December 11th 2025. CITY OF LEXINGTON NOTICE OF PUBLIC HEARING APPLICATION BY WASHINGTON AND LEE UNIVERSITY REQUESTING THAT THE UNIVERSITY’S MASTER PLAN BE AMENDED TO AUTHORIZE A REDUCTION IN A MINIMUM BUILDING SETBACK FOR THE PROPOSED FOUNDERS HALL AT THE CORNER OF WASHINGTON STREET AND LEE AVENUE.

A public hearing will be conducted by the Lexington Planning Commission at a meeting to begin at 5:00 P.M. on Thursday, December 11, 2025, in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to appear and present their views in response to an application by Washington and Lee University requesting to reduce the existing thirty-four (34) foot minimum building setback to Washington Street for the Admissions and Financial Center building, now called Founders Hall, to twenty-one (21) feet.

A copy of the application, case number MPA 2025-01, is available for public review and examination between 8:00 A.M. and 5:00 P.M. in the Planning and Development Department located 539 E. Nelson Street, Second Floor.

CITY OF LEXINGTON NOTICE OF PUBLIC HEARING AMENDMENT OF FISCAL YEAR 2025-2026 BUDGET Notice is hereby given that a public hearing will be conducted by the Lexington City Council on Thursday, December 4, 2025 at 7:00 p.m. during its regular meeting, held in the first-floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia, to solicit input on Ordinance 2025-10 amending the FY 2026 budget from $48,491,799 to $71,499,375. This ordinance proposes carrying forward from FY25 to FY26 $16,968,428 and appropriating $14,008,806. These appropriations include $1,339,460 in the general fund with the largest portion being $1,199,729 in unspent State Street Maintenance Funds. Also included are $5,241,158 for capital projects in the Utility Fund, $535,223 for equipment that was ordered in an earlier fiscal year but not delivered before June 30, 2025, and $8,116,541 in the Capital Projects Fund for projects that have been started but are not yet complete. The ordinance also contemplates appropriating $59,805 in the Cemetery Fund for the care and maintenance of Oak Grove Cemetery and $8,930,539 in the Rockbridge Regional Human Services Fund for expenses related to the construction of the new DSS building in Buena Vista. Copies of the Ordinances may be obtained from the City Manager’s Office in temporary City Hall at 539 E. Nelson Street.

Concourse Drive, Roanoke, Virginia 24019 has made an application for a conditional zoning map amendment. The property is owned by John W. and Christine A. Fix and is located on the west side of N Lee Highway (Route 11), approximately 0.26 miles west of the intersection of N. Lee Highway and Northwind Lane (private road). The property is accessed by Northwind Lane and is currently zoned General Residential (R-1), with conditions. The property is identified as tax map number 62-14-A2 (18.94 ac. per tax records). The application is to conditionally rezone a 12.44acre portion of the property to the Residential Mixed (R-2) Zoning District, with acceptance of proffers. 1) Zoning Map Amendment for Tax Maps 34-1-2-57-3, 34-1-257-5, and 34-1-2-57-7, consisting of the property of 2056/2068 Chestnut Ave, the Blue Ridge Abbey Bed & Breakfast. This proposal would rezone from R3 Residential Limited to MU Mixed Use for the purpose of operating a hotel (using zoning terminology) with up to 27 rooms. The hotel would consist of rooms in the existing structure and construction of up to ten detached cottages on the site.

The Public Hearing will be held in the City Council Chambers located in the Municipal Building located at 2039 Sycamore Avenue in Buena Vista during the regular monthly Planning Commission meeting at approximately 7:00 PM on Tuesday, December 9th 2025.
