The Buena Vista City School Board has appointed Allen “Mac” Felts Jr. to fill the unexpired term previously held by the late Wayne Flint. The appointment was made during the Board’s special called meeting on T h u r s d a y, Oct. 2.
Felts is no stranger to the Board. He was first appointed in August 2020 to fill the seat vacated by John Butler, who moved away from the area. That fall, Felts narrowly defeated challenger Annie Le- Pere in a special election to retain the seat and went on to serve the remainder of Butler’s term, through 2023. He ran for re-election that year, one of five candidates for three open seats ultimately filled by current members Teresa Ellison and Paula Charlton, along with Flint.

Felts is a 1957 graduate of Parry Mc-Cluer High School and earned a bachelor’s degree in history from Randolph-Macon College. He worked as a teacher and coach in Henrico County Schools from 1962 to 1966 before a long career with State Farm Insurance Companies, where he served in claims, operations, and financial services until his retirement in 2011.
In his letter of interest for filling the unexpired term of Wayne Flint, Felts wrote that he remains “familiar with [the board’s] practices and procedures” and has “an abiding concern for the future of Buena Vista City Schools.”
Speaking by phone Tuesday, Felts said he and Flint were “good friends who went to school together” and that he believes Flint would approve of him filling the seat.
Flint’s term was set to run through 2027. As an appointed member, Felts will serve on an interim basis until a special election is held in November 2026 to fill the remainder of the term.
Felts’ appointment follows the recent addition of Mike Cartolaro, who was selected last month to fill the seat vacated by Board member John Rice. That seat will appear on the ballot in November this year.
Felts is a member and former ruling elder at Lexington Presbyterian Church. He was inducted into the Randolph-Macon College Hall of Fame in 2005 and the Parry McCluer High School Hall of Fame in 2021. He and his wife, Rebecca, have been married for 64 years and have two sons, a granddaughter, and two greatgrandsons.
