Airport Study Funded

The Virginia Aviation Board has approved funding for a comprehensive feasibility study to evaluate the potential for establishing a general aviation airport in Rockbridge County. The decision was reached during the board’s Aug. 15 meeting.

In a press release issued last Friday, the Central Shenandoah Planning District Commission, who will lead the nine-month study, termed the study “a step toward addressing identified gaps in the region’s aviation infrastructure.”

The CSPDC will lead the study in partnership with Rockbridge County, the cities of Lexington and Buena Vista and Delta Airport Consultants. Delta, a Richmondbased firm with extensive experience working with airports throughout the commonwealth and beyond, will provide special- ized aviation consulting expertise for the project.

Virginia’s Air Transportation System Plan identified Rockbridge County as an area that lacks adequate aviation access. This is more commonly referred to as a service gap – an area without access to a commercial service airport within 45 minutes or to a general aviation airport within 30 minutes.

The feasibility study will encompass several key components, including forecasting aviation demand for the region, conducting comprehensive market analysis, and developing a recommended general facility design and governance structure. Additionally, the study will provide order of magnitude cost estimates and operational budget projections based on demand forecasts.

Upon completion of the nine-month study period, findings and recommendations will be presented to the three local governments and the CSPDC for consideration and determination of next steps.

“This initiative represents a collaborative effort to enhance aviation infrastructure and accessibility in the Central Shenandoah region, potentially bringing new economic development opportunities and improved transportation options to Rockbridge County and surrounding communities,” said CSPDC Executive Director Ann W. Cundy.

Rockbridge County’s Economic Development Authority in December of 2023 adopted a resolution in support of a feasibility study for a general aviation airport. The three local governing bodies – the county, Buena Vista and Lexington – subsequently passed resolutions to provide the local share of funding for the study.

Decades ago, there was an effort to establish a general aviation airport in Rockbridge County. That effort ended when votes rejected the idea in a 1996 referendum.
