City of Lexington Public Hearing

The City Council of Lexington will conduct a public hearing at 7:00 p.m. Thursday, June 5, 2025 during its regular meeting, held in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia, concerning Ordinance 2025-03 which appropriates $48,183,799 funds approved in the fiscal year 2026 budget. The ordinance includes rates, fees, and taxes to be established for the fiscal year. The proposed real estate tax rate for FY26 is $0.92 per $100; no changes for personal property tax rates are proposed. Water and sewer rates are proposed to increase by an average of 8.0%. Citizen comments are welcome at the meeting or you may submit public comments in writing to the following email address: jhostetter@ lexingtonva.gov, by US Mail to City Manager’s Office, 300 East Washington Street, Lexington VA, 24450, or by leaving it in the City’s drop box at the rear of the building (facing the parking lot) and addressed to the City Manager’s Office. Comments will be distributed to City Council and entered into the minutes as public record.

Request for Proposals for Special Inspection Services Related to the Construction of the Rockbridge Area Department of Social Services Building

The City of Lexington is soliciting proposals for Special Inspection Services for the construction of the Rockbridge Area Department of Social Services located at 25 C J Morrison Drive in Buena Vista. The 17,299 square foot DSS building is being built on behalf of Rockbridge County, the City of Buena Vista, and the City of Lexington. The City of Lexington is serving as the fiscal agent on behalf of all three entities and holds the construction contract with RL Price. The City of Lexington is also overseeing the construction, with an owner’s representative on site. Services required within the scope of an agreement between the City of Lexington and a successful respondent will ideally commence within the period beginning July 1 to early August 2025.

Subsequent inspection services as specified will then be required at appropriate intervals throughout the completion of construction. Substantial completion of the project is anticipated by June 2026.

Submissions shall include listing of inspection and construction related services offered, examples of services recently provided for similar projects, and names and qualifications of personnel that may be selected to provide services required while under contract. Submission of a proposal shall be deemed to indicate interest and availability to perform the scope of services required beginning July 2025 through June 2026.

BUENA VISTA CITY COUNCIL PUBLIC HEARING

June 5th 2025 Pursuant to Code of Virginia Section 15.2-1800, notice is given that the City Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters.

1) Land swap consisting of transfer of approximately 2.058 acres of land to The Advancement Foundation and acceptance of approximately 2.282 acres of land from The Advancement Foundation; and 2) Renewal and renegotiation of lease with Advanced Drainage Systems (ADS) of approximately 4.8 acres, to include approximately 2.282 acres of land to be acquired from The Advancement Foundation.

The Public Hearing will be held in Council Chambers, City Hall, 2039 Sycamore Ave, Buena Vista VA 24416. SIGNS AND ARTICLE XX. DEFINITIONS OF THE CITY OF LEXINGTON ZONING ORDINANCE TO ALLOW CANOPY SIGNS IN THE C-1 AND C-2 ZONING DISTRICTS

A public hearing will be conducted by the Lexington Planning Commission at 5:00 P.M. on Thursday,June 12, 2025 in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to appear and present their views in response to an application by Francesco Benincasa to amend the Lexington Zoning Ordinance. The application proposes amending a) Article XIII to allow canopy signs in the C-1 and C-2 zoning districts, and b) Article XX to amend the definition for “canopy sign” and to add a definition for “awning sign”.

CITY OF LEXINGTON NOTICE OF PUBLIC HEARING TO REVIEW AN APPLICATION FOR A CONDITIONAL USE PERMIT TO ALLOW 300 DIAMOND STREET TO BE USED AS A DAY CARE CENTER

A public hearing will be conducted by the Lexington Planning Commission at 5:00 P.M. on Thursday, June 12, 2025 in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to appear and present their views in response to a Conditional Use Permit application submitted by TAP – Head Start. The application is a request for a Conditional Use Permit that would allow a day care center to operate out of a portion of the building located at 300 Diamond Street (Tax Map # 17-1-135B).

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that public hearings will be held by the Rockbridge County Planning Commission on Wednesday, June 11, 2025, at or after 7:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following applications: 1. Jake and Brenna Tomlin, 115 Emerald Lane, Lexington, Virginia 24450 have made an application for a special exception permit to develop and operate a commercial kennel.
