Lulu Elaine Kinzer, 80, of Buena Vista died Wednesday, Dec. 18, 2019, at her home.
Born May 24, 1939, in Harrison County, W.Va., she was a daughter of the late Thomas Riley Moss and Audra Frazier Moss.
