Last Wednesday, the US Postal Service made news for two separate, but interrelated events. First, President Biden signed into law the first postal reform act in 16 years, which relieved USPS of an onerous requirement to prepay for retiree health care benefits. This provision had added billions of debt to the Service’s balance sheet, and may indirectly have added pressure on USPS’s Board of Governors to increase postal rates above what they might have.
